Country overview

There are no restrictions on entry or stay in Uzbekistan for people with HIV. However, there are some requirements that must be met:
  • HIV testing is required to obtain a work visa and residence permit.
  • Antiretroviral drugs (ART) can be transported for personal use in quantities that comply with the customs rules for the transport of non-psychotropic drugs: up to 10 packages of one name or up to 100 tablets.
  • Pre-exposure prophylaxis (PrEP) is only available to discordant couples planning a pregnancy.
  • The country has criminal liability for the risk of transmission of especially dangerous infections under Article 113 of the Criminal Code (“Spread of sexually transmitted diseases or HIV infection/AIDS”).

Access to treatment

In Uzbekistan, services related to the treatment of HIV infection are provided by AIDS centers, available in all regions of the country. To receive ART, you must go to the nearest AIDS center with a passport or other identification document.
According to the algorithm adopted in the country, tests will be assigned to you immediately after contacting the institution. General scheme for registration at the dispensary: positive results of ELISA-ELISA-IB. Today, a positive IB test serves as a confirmatory test for HIV infection. Following receipt of the results, official registration and assignment of an electronic number will take place. All further HIV-related services are then provided free of charge. That is, you will be able to receive ART free and undergo the necessary tests before departure. PEP is issued only in cases of risk in professional contacts (medical and non-medical) or because of sexual assault. PrEP in Uzbekistan is prescribed only to discordant couples at the time of planning a child (up to 6 months).

The cost of ART in pharmacies across the country is approximately 140 US dollars (current as of 06/01/2023) per pack. Only the TDF/3TC/DTG combination is commercially available, but this drug is most likely sold illegally in the country. Also on sale are single drugs: Tenofovir diproxyl fumarate (TDF), Tenofovir alafenamide (TAF) and Lamivudine (3TC). To search for drugs in pharmacies in Uzbekistan, you can use the program on smartphones “ArzonApteka” and the telegram bot @ArzonAptekaBot.

NGOs do not have the ability to dispense ART on their own, but social workers can accompany people living with HIV, at all stages from the moment they contact the AIDS center.
